East Lake High-tech Zone into “863 Program” as Only Partnering Site for Transformation of Scientific Achievements in Earth Observation and Navigation

June 16, China’s Ministry of Science and Technology (MOST) and the provincial government held an official conference in East Lake High-tech Zone launching the partnership on the national “863 Program” achievements and the enterprises in East Lake National Innovation Demonstration Zone. MOST brought 123 items of national “863 Program” research achievements to carry out partnership with several hundred enterprises in National Geo-spatial Information Wuhan Industry Base. Vice Minister Cao Jianlin, and Vice Governor Guo Shenglian attended the conference and delivered speeches.


In view of its favorable policy privileges, industrial advantages, and innovative strength, Wuhan East Lake High-tech Zone has been selected by MOST as the only partnering site for national “863 Program” research achievements in the field of earth observation and navigation.


At the partnering conference, six geo-spatial information enterprises including Wuhan AIbirdUAV Co., Ltd., Leader Spatial Information Technology Co., Ltd., HuaZheng Geospace Ltd., Wuda Geoinformatics Co., Ltd. (GeoStar), Supresoft Inc., and Hubei Dixin Technology Co., Ltd. signed cooperation agreements respectively with the research institutions of “863 Program” achievements. Wuhan Science and Technology Achievements Transformation Service Center signed “863 Program” achievements intermediate service agreements with the State Key Laboratory of Information Engineering in Surveying, Mapping and Remote Sensing (LIESMARS) and the Nation Engineering Research Center for Satellite Positioning System. Optics Valley of China Strategic Alliance for Technology Innovation of Geo-spatial Information Industry signed financial services agreements respectively with Reiter Capital, RongZhong Capital Investment Group Co., Ltd., and Geo-spatial Information Industry Investment Co., Ltd. in order to promote “863 Program” achievements transformation and geo-spatial information industry development.


According to reports, earth observation and navigation technology is the core technology in protecting national interests and security. China has made considerable progress in this sector in recent years, and the related technologies have been widely applied in the fields of meteorology, ocean, land, and space. But there are still a large number of research results yet to be industrialized. Cao Jianlin hopes Wuhan geo-spatial industry can utilize its advantages, strength cooperation efforts with domestic counterparts and users, and take the lead in navigation information industry with a global vision.


Cao and his entourage also visited Wuhan University National Satellite Positioning System Engineering Research Center and the showrooms of the Geospatial Information Industry Base in Wuhan University Science and Technology Park, and gained a good understanding about the demonstration zone’s latest technological and industrial development in the geo-spatial information field.


Deputy Secretary-General of the Provincial Government Huang Guoxiong, Party Leadership Group Secretary and Deputy Director of the Provincial Science and Technology Department Wang Dongfeng, Member of the Standing Committee of the Municipal Party Committee Feng Jichun, Member of the Standing Committee of the Municipal Party Committee and Secretary of Party Working Committee of East Lake High-tech Zone Administrative Committee Hu Lishan, Vice Chairman of Municipal Political Consultative Conference and Director of East Lake High-tech Zone Administrative Committee Zhang Wentong, and Deputy Director of High-tech Zone Administrative Committee Xia Yamin accompanied the Vice Minister in his investigation and participated in the partnering conference.
Member of the Standing Committee of the Municipal Party Committee and Secretary of Party Working Committee of East Lake High-tech Zone Administrative Committee Hu Lishan briefed the meeting about the partnering plan.


Other participants of the conference included research institutions of the achievements and representatives of financial institutions from Beijing and Shanghai, and the principals of nearly a hundred enterprises from the Optics Valley of China Strategic Alliance for Technology Innovation of Geo-spatial Information Industry.
