“International Professional Market of Wine Industry” Project Moves in East Lake Comprehensive Bonded Zone

June 18, a cooperative agreement was signed between East Lake Comprehensive Bonded Zone and the two companies of China Public Procurement Technology Co., Ltd. (Guocai Tech for short) and South Australian Wineries Group, for the settlement of the “international professional market of wine industry” project, jointly invested by the said two companies, in Wuhan East Lake Comprehensive Bonded Zone.


An international professional market of the wine industry will be built in the said project, in which the total investment reaches up to RMB 500 million yuan. The market will be comprised of the public e-commerce trading platform of the wine industry, the trading hall with specialized functions, the exhibition hall, the wine tasting area, the logistics and warehousing services area, the wine store, and other facilities, and will cover the business scope of imported wine trade, display, inspection and other services. It is estimated that by 2015, the professional market will generate up to RMB 5 billion yuan in annual transaction volume, RMB 0.2-0.3 billion yuan in output value from its services, and about RMB 20-50 million yuan in annual taxes. After completion, the project will create 500-1,000 new jobs.


Guocai Tech is a modern service enterprise initiated and established jointly by China Federation of Logistics and Purchasing and China Electronic Chamber of Commerce. It is the only organization appointed for the concrete implementation of the “electronic trading platform for national government procurement” which is propelled by the office of the Central Leading Group on Financial and Economic Affairs, the Central Commission for Discipline Inspection, and other departments. Guocai Tech has signed strategic cooperation agreements with the procurement centers of 22 provincial and municipal governments for the construction of the said platform and has accumulated a wealth of experience and first-mover advantages in the area of information technology application for government procurement affairs.


South Australian Wineries Group is a company registered in South Australia and mainly engages in operating wineries. The company owns nearly 30 featured wineries in the high quality wine production area in South Australia and keeps close contact with nearly a hundred of wineries of different scales, thus having a very profound understanding of the wine culture and industry in Australia. Under the South Australian Government’s support, the company has become an economic body aiming to promote the specialty knowledge of the wine industry, disseminate wine-based food culture, and hoist the comprehensive cooperation between the wine cultures and industries of China and Australia.


East Lake Comprehensive Bonded Zone is the first comprehensive bonded zone in Hubei province established after the formal approval on August 29, 2011 by the State Council. The zone integrates tax protection, export processing, bonded logistics, and harbor functions and enjoys special customs supervision policies, thus becoming a comprehensive functional zone with the highest opening-up degree, the largest number of preferential policies, and the fullest range of functions in mainland China. The Bonded Zone is of planned area of 5.41 square kilometers, located at Fozuling plot in the core area of East Lake High-tech Zone, bordering Guanggu Sixth Road on the east, Shanghai-Chengdu Expressway on the south, Guanggu Third Road on the west, and Gaoxin Fifth Road on the north. The construction of the entire project is divided into several phases, and the starting area in the first phase is 1.82 square kilometers. When completed, the project will satisfy the tax protection, tax rebates, manufacturing, and logistics demands from the surrounding enterprises.
