Geo-spatial Information and Application Service Industrial Cluster Approved among First Batch of National Innovation-based Industrial Cluster Pilots

Recently, China’s Ministry of Science and Technology (MOST) issued “Notice on Identification of the First Batch of Innovation-based Industrial Cluster Pilots”, which identified 10 industrial clusters nationwide as the first batch of innovation-based industry cluster pilots. East Lake High-tech Zone innovation-based industrial cluster of geo-spatial information and application services was selected among these pilots.
In the said notice, MOST specifically appointed East Lake High-tech Zone Administrative Committee to be in charge of the related construction works of the cluster.
July 2011, MOST launched “one action and two projects” among the national high-tech zones and proposed to implement the construction projects of innovation-based industrial cluster pilots, and thereby impel both the nurtured development of strategic emerging industries and the transformation and upgrading of traditional industries. In the same year, MOST selected 41 entities as innovation-based industrial cluster pilots (for nurturing) out of the 74 applicants. In February this year, MOST further formulated and promulgated the “Management Method of Identification of Innovation-based Industrial Cluster Pilots” which resulted in the final selection of 10 industrial clusters for the first batch of innovation-based industrial cluster pilots.
It is learned that after an industrial cluster has been selected among the pilots, it will receive policy resources from MOST through the National Torch Plan, innovation funds, nurturing of high-tech enterprises, national key new products, and more, so as to support and promote the construction and development of the industrial cluster pilots; The high-tech R & D projects and public service platform construction projects within the identified cluster pilots will receive policy guidance and financial support for three consecutive years; Service institutions within the pilot clusters, such as enterprise incubators (college or university technology parks), productivity promotion centers, and technology transfer agencies, will enjoy preferential treatment for incorporation into the national identification sequence and obtain financial support; Annual data statistics and progress tracking system on the industrial clusters will be established, and the evaluation indicator system will be consummated for annual inspection and appraisal so as to stimulate the rapid and healthy development of the innovation-based industrial cluster pilot projects.
MOST hopes that the next 3-5 years of vigorous pilot construction effort can result in the formation of more than 20 innovation-based industrial clusters with annual sales over RMB 100 billion yuan scale and a spurring effect on a large number of clusters with annual sales over RMB 20 billion yuan scale, all of which have internationally influential brands and domestically leading technologies.
Currently, a number of scientific research achievements have emerged in the national industrial cluster pilot of geospatial information and application services in East Lake High-tech Zone, to name a few: Zondy Cyber Group Co., Ltd. developed China’s first set of geographic information system software MapGIS, breaking the monopoly pattern of foreign software; Supresoft Inc. developed China’s first set of digital photogrammetry grid; Leader Spatial Information Technology Co., Ltd. with its “Internet holographic location maps superimposition protocol and modeling mapping technology”, provided key technical support for the large-scale live map service platform “I Show China”; HuaZheng Geospace Ltd., with its “high-precision light and small aerial remote sensing system”, accelerated the transformation from technology to application of its independently developed full-view true three-dimensional images rapid synthesis system.
The other nine innovation-based industrial clusters selected among the first batch of pilots are as follows: Beijing Zhongguancun innovation-based industrial cluster of mobile Internet; Baoding innovation-based industrial cluster of new energy and smart grid equipment, Benxi innovation-based industrial cluster of pharmaceutics, Wuxi High-tech Zone innovation-based industrial cluster of intelligent sensing system; Wenzhou innovation-based industrial cluster of laser and optoelectronics; Weifang innovation-based industrial cluster of light emitting semiconductors; Zhuzhou innovation-based industrial cluster of rail transportation equipment manufacturing; Shenzhen High-tech Zone innovation-based industrial cluster of next-generation Internet; Huizhou innovation-based industrial cluster of cloud computing smart terminals.
